IREX is pleased to announce the 2008-2009 competition of the Individual Advanced Research Opportunities (IARO) Program. The IARO Program provides fellowships to US scholars and professionals for overseas research on contemporary political, economic, historical, or cultural developments relevant to US foreign policy. Limited funding is also available for non-policy-relevant topics. Fellowships will be awarded to Masters Students, Predocs, Postdocs and Professionals with advanced degrees.
The countries eligible for research are Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Georgia, Kazakhstan, Kyrgyzstan, Kosovo, Macedonia, Moldova, Romania, Russia, Serbia and Montenegro, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan. IARO applications and supporting materials are available on the IREX website at www.irex.org/programs/iaro/index.asp . IARO Fellowships cover travel expenses and a living/housing stipend. IARO is funded by the United States Department of State Title VIII Program and the IREX Scholar Support Fund.

TERMS OF REFERENCE for Office Manager - Translator
Answers telephones, handles calls, and routes to appropriate individual. Ensures customers, vendors and employees are handled in a professional and courteous manner both on the telephone and in person.
Provides administrative support for the division/department to include copier projects, mail handling, and office supply control, including office equipment.
Composes letters, generates reports, charts and graphs; attends meetings and prepares minutes.
May handle confidential information.
Ensures deadlines are met and Projects completed by administrative staff member.
Coordinates materials needed for instructional classes, coordinates classrooms.
Assists employees and department with administrative issues; organizes and files sales, production and installation documents.
Establishes, develops, maintains paper and electronic file and updates filing system for the PMU. Retrieves information from files when needed. Responsible for archiving, records retention, data backups, confidentiality of records, and destruction of obsolete records.
Translate documents from Azeri into English and from English into Azeri.

On October 18, 1991, the Parliament of Azerbaijan adopted the Constitutional Act on Independence, later approved by the referendum on December 30 of the same year, thus was restored the country’s independence.
Establishment of the independent Republic of Azerbaijan is an important historical event of our life. It is true that the way to independence was not easy for us and we have undergone severe tests. As a result of military conflict and aggression of Armenia against Azerbaijan, occupation of about 20% of our territory by Armenian invaders about one million of our citizens were obliged to leave their native homes and turned into refugees and displaced people. Sabotage of internal and external forces against our statehood, disintegration of former economic relations, social and economic difficulties of the transition period and other problems made our way to independence more difficult. The Azerbaijani people struggled for the adoption of the Constitutional act on independence and achieved to it. This event also happened at the extraordinary condition executed by the Soviet Union in Azerbaijan. On January 20 1990, the Soviet Empire committed a bloody massacre in Baku and other regions of Azerbaijan in order to destroy the mass democratic movement and freedom struggle of the Azeri nation.
Social Work Fellowship Master's Program Guidelines
Fellows will be placed at universities in the United States for a two-year graduate program in social work beginning in July 2008 and concluding in May 2010. Participating host universities are the School of Social Work at Columbia University and the George Warren Brown School of Social Work at Washington University in St. Louis.

Eligibility The program does not discriminate on the basis of race, color, sex, religion, sexual orientation, or disability. The competition is merit-based and open to those meeting the following criteria:
resident of Azerbaijan, Georgia, Kyrgyzstan, or Tajikistan; holding an undergraduate degree (4- or 5-year) at the time of application deadline with an excellent academic record; proficient in spoken and written English at time of application; able to demonstrate professional aptitude and leadership potential in social work; committed to returning to home country after completion of the program.

Established in 2001, the program enables democracy activists, practitioners, scholars, and journalists from around the world to deepen their understanding of democracy and to enhance their ability to promote democratic change. The program is intended primarily to support activists, practitioners, and scholars from new and aspiring democracies. The Open Society Institute is pleased to announce the Social Work Masters Fellowship Program for Azerbaijan, Georgia, Kyrgyzstan and Tajikistan. The Program is designed to provide training in social work to implement reform, create policy and foster the development of social work in participating countries. Upon the conclusion of the fellowship, fellows return home to apply their new knowledge in practice. The Program introduces students from the participating countries to colleagues from other regions of the world and encourages cross-national dialogues among professional communities. Approximately 10 awards will be granted in 2008.
The University of Washington Center for Internet Studies (CIS) is conducting a study of public access ICT environments in 25 countries. The research will include an examination of physical infrastructures (libraries, telecenters, kiosks, etc.), public access policies, stakeholder analyses (especially within government), and the information needs of disadvantaged communities, among others.
