Position: Project Management Specialist (Agriculture and rural Development)

Basic Function : The incumbent advises USAID, U.S. Embassy, host government officials, and other stakeholders on agriculture and rural development projects. She/he identifies problems and proposes solutions, participates in project design and development, and manages and evaluates programs. Duties include coordinating the flow of resources for projects, analyzing the effects of proposed policies, legislation, and programs and advising on interdisciplinary rural development programs. This position is located in the Baku Office of USAID/Caucasus, in Azerbaijan. The primary focus of this position will be on agriculture and rural development, however, the incumbent will also work in the other Baku Office areas related to economic growth (EG).
Position Grade : Full performance grade level for this position is: FSN-10. A training grade level, below FSN-10, may be established depending on the education and relevant work experience of the applicant. Base Salary Range will be commensurate with established salary history, qualifications, and relevant work experience.
Required Qualifications : Education: Applicants must possess at least a Bachelor's degree in a relevant major related to agriculture and rural development. Relevant majors include agriculture, economics, finance, marketing, business administration, and international development.
Work experience: Applicants must have six (6) years of professional work experience directly related to agriculture and rural development.
Language Proficiency: Level IV (Fluent), strong written and oral proficiency in English is required. Level V (Native Speaker) in Russian and Azeri is also required.
Skills: A comprehensive knowledge of the concepts, principles, techniques and practices in the areas of agriculture and rural development is required. Proficiency in word processing, spreadsheets, databases and other computer applications ( i.e. Microsoft Office, Excel, PowerPoint, etc.) is required.
