Hər kəs istənilən birlik, o cümlədən siyasi partiya,həmkarlar ittifaqı və digər ictimai birlik yaratmaq və ya mövcud birliyə daxil olmaq hüququna malikdir.Bütün birliklərin sərbəst fəaliyyətinə təminat verilir. 3. Heç kəs hər hansı birliyə daxil olmağa və ya onun üzvlüyündə qalmağa məcbur edilə bilməz.
4. Azərbaycan Respublikasının bütün ərazisində və ya hər hansı hissəsində qanuni dövlət hakimiyyətini zorla devirmək məqsədi güdən birliklər qadağandır.

Həzi Aslanov 1910-cu il yanvarın 22- də Lənkəran şəhərində anadan olub. Ibtidai təhsilini şəhər 1 saylı orta məktəbində alıb. 13 yaşında atasını itirən Həzi kərpic zavodunda fəhlə kimi işləməyə başlayıb. Sonra o, komsomol putyovkası ilə Zaqafqaziya hərbi hazırlıq məktəbinə göndərilib. 1929–cu ildə oranı bitirdikdən sonra Leninqrad suvari məktəbinə daxil oldu. Iki illik təhsildən sonra, o, Kotovsk adına III Bessarabiya suvari diviziyasında zvod komandiri kimi fəaliyyətə başlayır. Hərb sənətinə möhkəm bağlanan Həzi döyüş texnikası ilə yaxından maraqlanır, həm öyrənir həm də öyrədirdi.

Life in the city is often associated with more opportunities, better access to employment, education, health and other services. Cities are often called engines of economic growth, contributing disproportionately to the national gross domestic product (GDP). They are also centers of innovation, entrepreneurship and investment. But many cities also have a large part of their population living in slums, without essential services such as water, sanitation and energy, and threatened by environmental hazards, violence and social exclusion. As more and more people move from the countryside to the city, and as city populations grow, there is a growing need for solutions to the issues of urban poverty, environment, and urban infrastructure (housing, roads, water, energy etc.).

Over the last few decades, economic analysis of security issues has been crucial for the public policy makers, with billions of dollars being spent on security related products and services each year and crucial peace making and keeping actions also playing an important role in
European policy making. With the integration and the enlargement of the European Union, questions regarding the common understanding of economics of security have to be critically reconsidered, both theoretically and empirically.
Offers of papers regarding these issues are invited for this conference sponsored by Economists for Peace and Security, Middle East Technical University, Turkish Scientific and Research Council (TЬBTAK), and the University of the West of England.
The principal aim of this conference is to seek answers to the research questions: What roles do economists play in achieving peace and security and how can they contribute to
